ULI Atlanta Releases Study on Atlanta’s Affordable Housing Crisis
Updated study reveals the region’s current challenges, builds upon 2018 report

Embark on a journey with me through my experiences, in which the fertile soils of the Deep South and the pulsating energy of Atlanta converge to shape a narrative of profound significance.
I am Francis Rozier, an Urban Planner II with the City of Atlanta’s Office of Zoning and Development, whose roots run deep in the heart of Georgia, where every corner holds a tale of land use and development, etched with both deliberate design and unforeseen consequences. Raised in the embrace of a single-parent household, alongside three siblings, amidst the towering pines and the warm embrace of Southern hospitality, I charted through a myriad of primary schools before finding my footing in high school. My upbringing – a testament to resilience, tenacity, and the unyielding pursuit of a brighter tomorrow against all odds – has helped me navigate a labyrinth of challenges and uncertainties as I have woven a tapestry of resourcefulness, grit, and unwavering determination, fueled by the conviction that every obstacle is an opportunity for growth.
My journey has been marked by a relentless pursuit of growth and impact since my graduation from Morehouse College in 2019, a milestone made possible through the extraordinary act of generosity from Robert Smith, who forgave my student loans. Despite financial constraints, I remained steadfast in my commitment to realizing my dreams, investing tirelessly in my education and professional development. This determination led me to self-fund my attendance at Urban Land Institute (ULI) conferences, with invaluable support from the ULI Atlanta team.
My affiliation with ULI commenced in 2019, setting the stage for significant achievements, notably my participation in its esteemed Etkin Scholars Program from 2021 to 2023. That transformative experience not only expanded my knowledge but also positioned me as a 2022-23 Etkin Scholars Ambassador, allowing me to mentor and inspire others while advocating for equitable development within the ULI community.
In addition to my involvement in the Etkin Scholars program, I am also an active volunteer with the ULI Urban Plan program. Since 2022, I have been dedicated to this initiative, which offers a realistic and engaging exercise for participants, including high school students, university students, and public officials. Through UrbanPlan, participants delve into the fundamental forces that influence development in our communities. They grapple with challenging issues, understand the roles of both the private and public sectors, navigate complex trade-offs, and explore the fundamental economics involved in proposing realistic land use solutions to pressing growth challenges. My commitment to this program reflects my passion for nurturing the next generation of urban planners and fostering a deeper understanding of the dynamics that shape built environments.
My journey with ULI conferences, which began in Chicago in Fall 2021, has been a testament to the transformative power of collaboration and collective action. From thought-provoking sessions on emerging trends in the housing industry to intimate discussions on social equity imperatives, each conference has broadened my horizons and enriched my understanding of the intricate relationship between urban development and community well-being.
In Chicago, I was greeted with complimentary headshots and immersed myself in a diverse array of sessions. From exploring the transformative potential of projects like the Obama Presidential Center to delving into discussions on housing industry trends and social equity imperatives, every session was a masterclass in innovation. It was during the INVEST South/West session that I had the honor of meeting Maurice D. Cox, the newly appointed commissioner of the City of Chicago Department of Planning and Development, whose vision and leadership left a lasting impression on me.
The proceeding Fall, I was welcomed in Dallas by the warmth of Texan hospitality as I dove into intimate conversations with industry thought leaders, such as authors John McNellis and Jim Heid, and sessions on addressing valuation challenges in communities of color, which underscored the importance of inclusive approaches in shaping vibrant urban landscapes. The exploration of multigenerational living further underscored the need for holistic solutions that enhance both housing and neighborhood dynamics. I left Dallas with a renewed sense of purpose and a toolkit of ideas to implement in my own endeavors.
In Los Angeles, Fall 2023, against the backdrop of palm-fringed boulevards and sun-kissed beaches, I was inspired by the spirit of innovation and resilience. Amidst lively debates on sustainability and equitable development, I found myself challenged to think beyond conventional boundaries. The bonds forged with fellow attendees transcended professional affiliations, reflecting a shared commitment to shaping inclusive and vibrant communities. Los Angeles offered unique experiences, from an intimate preview of Inglewood’s new live event venue under the Intuit Dome to a one-of-a-kind chef and developer induction cooking experience. These immersive encounters not only showcased the vibrancy of urban innovation but also fostered connections and sparked ideas that continue to shape my professional journey.
Earlier this month, I joined ULI colleagues in the bustling metropolis of New York City. There, amidst the iconic skyline and frenetic energy, I witnessed the power of collaboration and collective action. From keynote addresses by industry luminaries to interactive workshops on emerging technologies, every moment was an opportunity for growth and learning. As I bid farewell to the conference, I carried with me a sense of optimism and purpose, fueled by the knowledge that together we can effect meaningful change. The tours in New York City provided a kaleidoscopic view of urban development, from the reimagined post-industrial waterfront to the thriving industrial and mixed-use spaces of Hunts Point, and the vibrant resurgence of Brooklyn. These excursions not only offered valuable insights into innovative urban planning strategies but also sparked a deep sense of appreciation for the dynamic evolution of our cities.
But perhaps most importantly, my participation in ULI’s Pathways to Inclusion networking events and Diversity, Equity, and Inclusion initiatives reaffirmed my belief in the power of diversity to drive innovation and progress within our industry. Through those events and initiatives, I had the privilege of connecting with Black, Indigenous, and people of color (BIPOC) professionals who are driving change and breaking barriers in our field. These experiences underscored ULI’s dedication to fostering a more equitable and inclusive industry landscape.
As I continue to navigate the ever-evolving landscape of urban development, I remain steadfast in my commitment to paying forward the opportunities afforded to me. Through mentorship, advocacy, and grassroots initiatives, I strive to empower the next generation of leaders to chart their own paths towards a more equitable and sustainable future, and I invite fellow Etkin Scholars from all backgrounds who, like me, have dared to dream beyond the confines of convention, to do the same as we explore the realms of land use, planning, and development. Together, let us embrace the challenge of reimagining our cities and communities, drawing inspiration from our shared experiences and diverse perspectives, and let us seize the reins of our destiny, emboldened by the knowledge that our collective efforts have the power to shape a world where every voice is heard and dream is within reach, as we harness the lessons of the past to create a brighter tomorrow for generations yet to come.
