Technical Assistance Panels (TAPs) provide expert, multidisciplinary advice to local governments, public agencies and nonprofit organizations facing complex land use and real estate issues within ULI Savannah and coastal Georgia. Drawing from our seasoned professional membership base, ULI Savannah offers objective and responsible guidance on a variety of land use and real estate issues ranging from site-specific projects to public policy questions.

• City of Tybee (2025) The City of Tybee Island has partnered with ULI to convene a Technical Assistance Panel (TAP) to explore strategies for activating and leveraging Memorial Park, a central community asset on the island. Currently home to the municipal annex, Memorial Park holds untapped potential as a vibrant community hub. The TAP will evaluate opportunities to enhance the park’s functionality, accessibility, and appeal while integrating plans to fund and construct a new evacuation shelter that meets the city’s emergency preparedness needs. The report will be issued in the Summer of 2025.

• City of Savannah (2018) – The City of Savannah partnered with ULI Atlanta to consider options for the City’s Civic Center redevelopment. This redevelopment strategy considered the highest and best uses for the Civic Center site encompassing 7 acres and 10 city blocks of downtown Savannah. Read the report here.
